SBD 6.1 and the preference points form nobody reads twice

Six issues in. If SBD 4 was the form that disqualifies you, SBD 6.1 is the one that quietly costs you points you didn't know were on the table — which, in a close bid, can be the entire difference between winning and losing.

What SBD 6.1 actually does

SBD 6.1 is the Preference Points Claim form, used to declare B-BBEE status level for evaluation under the Preferential Procurement Policy Framework Act (PPPFA) points system. Tenders are typically evaluated on a combination of price and preference points — commonly split 80/20 or 90/10 depending on the contract value — and SBD 6.1 is how your B-BBEE contribution to that score gets recorded.

Get the form wrong, and it's rarely a disqualification. It's something quieter and, in some ways, more frustrating: your bid stays in the running, but scores lower than it should have — and you may never find out why unless you specifically ask for feedback.

Where contractors get caught

• Claiming a B-BBEE level not supported by current documentation. The level declared on SBD 6.1 needs to match a valid, unexpired B-BBEE certificate or sworn affidavit (for qualifying small enterprises) — a mismatch here is a documentation problem, not just a form problem.
• Not understanding the 80/20 vs 90/10 split. Which threshold applies depends on the tender's rand value — getting this backwards doesn't change your score directly, but misreading the framework often means misreading the whole evaluation.
• Leaving the form incomplete because "the certificate is attached anyway." Evaluators generally score what's on the form, cross-referenced against the certificate — an incomplete SBD 6.1 can mean zero preference points even with a valid certificate sitting elsewhere in the submission.
• Sole proprietors and small enterprises not using the affidavit route correctly. Exempted micro enterprises and qualifying small enterprises often have a simplified affidavit option instead of a full certificate — using the wrong route, or an outdated affidavit template, can undermine an otherwise straightforward claim.

Before you commit time to a proposal

• Confirm which points system (80/20 or 90/10) applies to this specific tender, based on its stated value.
• Check that the B-BBEE level on SBD 6.1 matches your current certificate or affidavit exactly — not an estimate, not last year's level.
• Complete the form in full, even if you consider the attached certificate self-explanatory.
